Develop a highly secure database to be displayed on a web form (edit/update/save to cloud)

We require a highly secure database developed that would run in a secure cloud/web services environment which would then be displayed on a form on a website. The database will hold around 6000 records (approx 4200 will be provided to be preloaded into the DB) and will need to be developed so that it can be displayed and be editable to update records by end users. Ideally, we would want to use a LAMP stack (Linux, Apache, MySQL, PHP) and the site will likely be Wordpress. Amazon Web Services or another cloud solution would be used to host the site and database. In Summary ---------------- 1. We need a relational database built to store around 6000 records. 2. The database needs to be installed and hosted in a secure cloud environment. 3. A secure (SSL) Wordpress (or another CMS) will be setup in the same cloud environment. 4. The records of the database need to be editable by the owner of the individual records on the new WordPress site. 5. The owner of the individual records will be provided a username and password to access their own record; 6. The URL that would link the individual record must be automated (such as a HASH) and not a record identifer (ie: ...com/recordID?=100) that can be scripted to pull records. NOTE: The Contractor needs to provide feedback on the best way to develop and integrate the solution as part of their pitch to us. This needs to be backed up by WHY you and your team believe your suggestions to be best. Examples of work and how you've provided similar solutions to other customers are a MUST.
