Given that I do not know much about the logic conditions referred to in the description, the type of structures to be delt with or the target operating environment requirements I have to make a few assumptions. Data can be fetched using raw TCP or HTTP, raw data is textual format (csv, fixed, xml, json), and conditions may vary. I'd suggest using Python to get quick results with small chunk of code which will be cross platform and modular should logic conditions change in the future. There is no mention of what will we do with fetched data, I'm assuming it will be kept in a flat file and perhaps converted to one single format or loaded onto an existing database.
