Change the frontend of a wesite using a PSD to program all CSS

I need an expert in CSS that can change a full website that now have a very bad design. We will develop the whole new design, so we only need someone who can actually convert this design into CSS for this website. We dont have an idea of the real cost of this project, so we will take the decition based on exprience, rating, price and dead line goal, so make your best bid possible. Also add the text ready for the project so we know you actually read this. Spansh language is an extra for us.
