Hello. First of all I'd like to apologize for bidding higher than your initial budget. But because I have previous experience developing software very similar to what you are proposing, I'm quite confident on how to do it and how long it'll take. As long as you don't have a specific requirement on how this should be implemented, I'd like to write it in C# for fast development. I'm guessing you are only going to run this on Windows, so this should fit very well. Also, I'd like to know in details which exact information should be retrieved and where/how they should be stored in spreadsheet files.
