Cyber locker website (File sharing website)

Hello. I would like to hire a freelancer to make a cyberlocker website, much like many of the others thats out there (U p l o a d e d.n e t), (m e d i a f i r e.c o m), etc. Details as far as I know now: A. It has to be secure, so SSL will be installed and implemented. B. It needs to have an admin side and a userside (both for premium and regular users). C. Admin side needs to have the ability to scroll the uploads, and delete as needed. Also the ability to ban, disable, and customize users as we see fit. There should also be some system to be able to throttle certain users, or overall speed for each user (speed limit for both type of users). D. User side needs to have the ability to do easy uploads, deletions and so on to their controlled space on the server. E. Payment gateway with Paypal needs to be installed and implemented. F. Make it look brilliant and easy to maneuver for everyone. One can take a cue from one of the other cyberlockers and design it how they done it. Its up to you. More things might arise during implementation and testing of the system, and I have to be able to change, add or remove things from the server software until it works the way that has been envisioned. Milestones: There will be no advance release of milestone payments. None. Don't ask, and don't demand it. If you are accustomed to this practice, and like it, then don't bid on this project. One doesn't get payment before job is done. That's how it works in real life, and how it works here on Freelancer. Freelancer has said a gazillion times NOT to release payments until 100% satisfaction, and that is something I will stick with. A 100% milestone will be created in time for the system to be implemented, bug tested and sorted out at the live server. The one designing and making this software will also be able to stay on with me as technical consultant after the system has gone live, to a set fee each month (can be done through Freelancer as well).
