Finish writing custom code for WordPress Plugin

The developer I hired in the last project turned out to be a fraud. I made the payment to him but he delivered me an incomplete work. I believe he has very less code left to write for the plugin to work as expected. I am also looking for a long-term relationship with an experienced WordPress developer who would help me with plugin customizations in WordPress because I am a WordPress developer myself currently gaining experience. The website is an e-commerce website dealing with PDFs. If you purchase a PDF on my Website the plugin will embed the document on the WordPress dashboard. The embedder has an attribute download="on" which will enable me to make some pdf downloadable. Here is the algorithm: if the file-name is "Download" while adding the virtual and downloadable product from WooCommerce "Add a new product" section, the shortcode should have the attribute download="on" and if it is anything else it must not insert the attribute there. The code has already been implemented but the only problem is he did not finish it. I already wasted some money on that man hence my budget is low.
