IPTV tvheadend/ffmpeg/nginx/ transcoding script - Repost - open to bidding

There are two hosts for transcoding each with dvb-s card, and one host for streaming. I want to use tvheadend for encoding, ffmpeg to transcoding, nginx for streaming. Each host is connected to multiple sat positions via multiswitch. The task is to create exactly this rule/logic script: 1. user connects to streamer ( standalone host) and request for channel 2. streamer script checks if the channels can stream from some sat transponder (already locked) 3. If yes - take from this tuner, if not - lock some free tuner which is not locked (via tvheadend api) 4. run ffmpeg on this channel and push to streamer-> to client Please only experienced users who know exactly what is this task about, have experience with tvheadend, nginx and ffmpeg.
