Make changes to submit form in wordpress add GDRP info

I require some simple changes to a form designed in wordpress I do not require the layout of the form to change but I am open to suggestions that may improve the look and feel of the form , the form also must look the same in both IE, Chrome and Firefox. Currently the form is not checking if the user has added information in the fields other than a little work i did which im not interested in doing and needs to be fixed so I require a competent person that has good knowledge and proven track record working with word press to make the changes for me. The changes require to check if the user has entered all the form fields and if they do not I want the textboxs to highlight there outer boarders in red with text inside the box saying field required or similar wording, also check that the email is a real email address. I also require that the captcha security control is also included I have the keys that are required from google and will supply them. The "Book Now" button needs to be transparent with a border and change its look when the mouse hovers and clicks also the button needs to be positioned in the bottom center of the form. I also require the new GDRP cookie to be included with both accept and decline option with a standard template that includes all the relevant information in relation to data sharing, simply we do not share any users details to anyone so the policy statement should be basic simple generic GDRP policy this option need to be selected update to the standard cookie policy which opens when the site is loaded.
