Need Java 1.8 expert to help converting app to PHP (First Phase)

FIRST PHASE: First thing I need for you to do is to actually assemble it so that I can see what's going on and then we can go from there (I AM UNABLE TO ATTACH DOCUMENTS DUE TO SIZE, SO WILL SEND WHEN I FIND FREELANCER). ENTIRE PROJECT: I have a quite large project that I am putting together a formal proposal for, that I need help with to make sure that I understand everything before moving forward with this job. I'm not in a huge rush here, but I would like to be able to put together the proposal no later than Tuesday. If I get this, and you can do this, this will probably be your next project more likely than not, but even if I don't, I will pay you for your time. I just want to make sure 1. I understand everything and 2. i'm not surprised by anything once I take this project. I have an old employee scheduling program and employee GPS tracking program that was written in Java. I need to have it converted to PHP and fully functional again. Then I'll add even move features. Currently it is about 200K lines of code. I'm guessing it will end up around 150K The code was working until Java update and ruined it along with others not supporting the code anymore. Therefore, you will be reprogramming the entire app.
