Programmer needed to add API, Webhook to my current website

I am a Commissioned Notary Public in the state of Florida and certified to perform Remote Online Notary services Virtually (Webcam). I have already purchased 2 domain names: [login to view URL] and [login to view URL] through GoDaddy. I have finished building the site but have now run into a brick wall. I have purchased a Notary Signing Service through DocVerify which meets all of our states' requirements. Paid for digital certificates, service plans and other related fees but now I have to link DocVerify to my website in order to perform the Notary services with the client. They have sent me API and API keys plus webhook and other functions. I am not trained to perform this linkage. Same with PayPal which also has the API to integrate so my client can pay for the services once the notarization is complete. At this point, I have not published the site to the web and am at a stand still. Can you perform these services and if so, what would the fee be?
