Setup Google Analytics and Tag Manager to track HTML5 app setup on localhost

We have an HTML5 app developed which is running locally with WAMP (Windows Apache MySQL PHP) for a touch screen interactive and we need to be able to track the clicks of the different windows that visitors are clicking on. We need that info tracked and to be able to view reports such as with Google Analytics. Google Tag Manager will need to be implemented to set tags and triggers for the different windows (and specific tabs within those windows) so we can get accurate reports in GA of what topics / areas within the HTML app that the visitors interests lie. Currently the windows and their tabs are dynamically generated with javascript so you must be familiar with HTML5 app development (and comfortable with custom javascript development). You must have good experience with the setting up Google Analytics and Google Tag Manager and have a good grasp on how it would need to be setup on local server (as the HTML5 app resides locally in a WAMP folder).
