simple 1 page php site with admin control

Hello Freelance friends, I urgently require a very simple php script, Just 1 page. example: [login to view URL] I need all the fields to be editable through a single text file in admin (Site title, Main heading, Listing Heading, Listing title, Listing image, Listing description," Two empty tables to alter as required to provide information as required", Rating, link- should redirect from [login to view URL]). I should be also able to change the order of the listing from admin as required. Some space above the listing to give explanation and details of the productes. Text space below listing for completion and remphasis. A nav bar to link to other pages( my other sites) Simple CSS to edit the site design.
