Because the system utilises JS for the menu, recreating that to only use CSS will take a bit of time and will reduce the technical feel that the menu currently offers. as for optimisation, if there has been no caching, image optimisation, compression or header load optimisation done on the site, I will integrate a few different systems to get this running and increase the load time of your site.
