Simple HTML : improve for iphone/android (quick pay!!! & 5 stars!!!)

Please note I have this website [login to view URL] (you should find this very simple) and using this for getting a “new job” and found it does not work well on smartphones like iphone and andrioid? How can I adjust this so the “CONTENT” can present clean on a phone as well as Web? Really - my budget is $15 and hope this is ok - fine if not - really ok. There is hope you can give your “best” price; as being un-employed my funds are low but will pay quick and leave 5 stars. Please note there is hope we can mutually complete this task; we can leave each other nice comments and 5 stars for each? Please note project is due in two hours as this projects deadline, as this is needed asap from the time we start.
