Add two features in a rails site.

I have a rails app where i would like you to add 1. Location based search: Users will have an option to choose location from a given dropdown and search results will show only products that are available in that location...the location will be in this fashion State -> City ->Area....i am thinking it would be easy if we add same location thing in the products form so users will add location of there product while adding the product and then others users searching the product in the same location will see it. 2. Admin panel: admin panel will have an option to add an agent users. This agent user will have his own login information like email and password and he will be able to add a new field called registration number. this number will be used to add shoos on the app without this number a user can add shops.... suppose you are a user adding a shop you need to have a number given to you by an agent...after you add that number while adding the shop your shop will get created and you will be allowed to add products. Agents will able to see orders of each shop that are added using there registration number.
