Voip Dialer Softphone software application

**Outbound Automated VOIP Dialler / Softphone** What I would like made is a outbound automated VOIP dialler which uses a sip trunk, with simultaneous calls, it has to be very reliable and robust and scalable. Realistically I would like to be able to use 1000 lines. I would like the dialler to work on a dedicated server due to the bandwidth. You can upload onto server and test from there using my sip trunk. The dialler would dial through a list of numbers and establish if the numbers are live or dead. A live number is a number which rings. A dead number is a number which gives an unavailable sip status, goes straight to voicemail without ringing or gives a recorded message such as number unavailable. The dialler will have to be able to tell if the number is ringing or not by listening for the "UK ringing sound" in the first 3.5 seconds of the call after receiving 183 session progress.
