APAC telco voice engineer architect required.

I need professional Architecture diagram I would like to enlist the services of a senior telco architect who has the knowledge and experience to build an APAC aggregation of voice telco partnerships. I need to build a network of telco partnerships across asean countries ( Vietnam, Indonesia, SIngapore, Malaysia, Korea ) growing to more... I need to be able to deliver -- local phone numbers in these countries, voice / internet circuits into these countries.
