I need an application with simlar functionlity as Dublin Core or Mendeley. The application will upload PDF or HTML documents, from the web or local database, extract the meta data if possible from the document in the format of Mendeley—title, authors, abstract, doi, etc., and allow manual data entry of fields the application cannot obtain. The uploaded documents should be searcheble and exportable.

I know the PDF format very well and I wrote similar apps for Windows and OS X. I'm well versed in the semantic processing of tests and I know how to use Dublin Core Metadata Element Set (DCMES) to categorize of document corpuses.
