PC backup application

Hello, Is it possible to develop the application in C# / .NET ? Do you have any limitations regarding the language to use ? Is the application going to be a headless system service allowed to run at any time or a standard windows application with user interface? It is also possible to create an application without window running in background and easier to execute. Is it required to make any special configuration screen or the application can work simply through .ini files or configuration .xml files ? I am sorry. I know, I made so many questions. I will make a C# service that will start on boot (there will be an option) and that can present a GUI to the user to choose folder locations to backup, backup intervals, google drive login information etc. The app will use lossless compression and then encryption with a user selected key. Then the files would be uploaded to the drive! The app will have an option to download a backup decrypt it and decopress it to a selected file path. The app will also have an option to overwrite the last backup on every backup interval or keep the last x backups (or even all of them) in the drive to eliminate storage space needed.
