Write code to sync from an excel file to an API

I require a Small Application to sync data from an excel spreadsheet to ZuluDesk MDM platform using API interface. There are two excel files, One contains student data the other Teacher data 1.) Application will need to check existing user accounts against new data and if absent then purge. 2.) Application will need to Check user accounts exisiting and confirm data in fields match and if not then update. 3.) Application will need to check classroom names and if absent from new data, then purge. 4.) Application will need to check classroom names and add/update if absent API examples can be found here [login to view URL] Would like to be able to run program as a scheduled task from windows server. code would need to access ini file or similar with variables for login credentials and location path of excel files.
