Development of Simple Casino Game programme working on PC

We are looking for partner to build the game application that works in PC, offline condition. I want to make something like this. [login to view URL] (01:00 onward) How it works : - It can be used at the event. This is Lucky Draw. - This works in Windows Laptop PC. - It works under offline. It does not require the internet connection. - The system shows a kind of slot machine animation on the screen (I can show the screen by projector). - The animation has 2 types. Type A : Number ....Number is running, like normal slot machine in casino. Type B : Name ....Name is running. (Not using Number). - The animation type can be selected in the dashboard. - The system randomly choose the number from the database and then show the winner name. - Database can be quickly uploaded by csv file. Also exported by csv. - Database fields (columns) are ; 1) First Name 2) Last Name 3) Company 4) Department 5) Remarks 6) Lucky Draw Number - number of Lucky draw number digits might be varied. Sometimes 3 digits, 5 digits, 8 digits etc... - User is not supposed to upload the duplicate Lucky draw number. - Lucky draw can be controlled by keyboard. Enter or "-->": Start Lucky Draw Enter or "-->" : Stop Lucky Draw " R" : Reset the lucky draw result. "<--- " or Backspace : Go back to the previous lucky draw - After winner is confirmed, name will appear. User can choose which information to show on the screen on the dashboard. - Once someone is selected as winner, he/she won't be selected anymore, unless user reset the lucky draw result. - The background image can be changed. (jpg, jpeg, png.) - We need to use it on 26th August.
