I can do it, I work on autodesk Maya and it has a full muscle menus, also I can use extra joints at certain areas of the body to enlarge it with other joints rotations, and enhance the look with secondary linear sculpt Deformer, and you can watch me working on my laptop since I live in Sydney, the cost specifically for what described is 315 and finished in 17 days.
