Hello, I've looked at your images and I've done this exact thing more times then I can count. This is one of the very first steps to laying out a game level of any sort. Basic shapes to see how things work with each other and to get the scale correct. I made numerous games in college that required me to do this and I took a couple level design classes as well. I would use 3ds Max to complete this project for you and I would like to discuss how large this district needs to be and what the scale would be? I hope to work with you soon, - Chris
