Text manipulation software

This project is for a text manipulation utility that will Apache process server logs. I don't care what language you use, so long as it works. The software is for Windows (Windows 7 and later). It will need six features. 1) It should organize by IP address and time of visit, with page visits in chronological order. All visits from the same IP address should appear in chronological order, with two paragraph breaks between the log entries for each visitor (IP address). 2) It should have an option to hide all URLS that do not contain specified string. 3) It should have an option to hide all URLS that contain strings, like specified file types, like jpg, and gif, or specific URLs 4) It should have an option to identify last URL visited by an IP address (that the last URL visited from a specific IP address is in ALL-CAPS). 5) Do not display data from specific IP addresses. 6) Show only desktop or mobile user agents. It will be easy to find a list online. Small files will be about 1 megabyte. Larger files could be 100 megs. Its okay if the program is slow, but it should have a progress bar to show its progress as it makes this change. The program should remember the settings. This will be an easy project for programmers who know how to work with text files. It will mostly be cut-and-paste functions (with some wildcard functions in your code). I have posted projects in the past that got bids in the thousands, but were completed for just a few bucks. Please be competitive in your bidding. Bids over 100 USD may not be considered.
