Create RDSL Network or Remote Cable Modem Network

Project Description: Please note this is not a basic networking assignment. Please read the required skill set description. We are searching for an IT engineer type. We are seeking a knowledgeable and capable person who understands the technical aspects of DSL services originating from the provider to the end user. Must have understanding of IP's, remote networking, remote access software, computer networking, routers and be forward thinking. Must have an understanding of US Based DSL Providers etc We are assempling a project for our company and the individual will work remotely. This project is for a talented, bright and innovative person. We are looking for the brighest of the brightest here. Please tell me how you think the site I referenced is performing their services using remote dsl service. We require the ability to set up a server in one location with multiple users. this server has one dynamic DSl service line. The server as I understand it must be specific type. We need to have the DSl ip's changing without constantly without repeating. We need be able to create IP's that appear as they they are from other demographic areas. For example we are in Phoenix Arizona and we want Geo Ip's that are from Las Vegas or Chicago. We were told this could be done with the right software. We want to be able to have subscribers log in remotely via team viewer or logmein software or other way that you might suggest to access the server. We want to create a time allotment on useage where we can ask them to buy a package and then regulate that package when the time is up. This is a general overview.
