Woocommerce Shipping Class and Zone Setup

Hi. I need a little help with my Shipping setup inside woocommerce. For my store I've already calculated shipping into my retail prices. I will have weight and box size calculated in for each product and I'd like some expedited rates to be available for customers to pick from. I set all that up and it works great, but I need some help further customizing it perfectly. Here are the rules: 1. Free Ground shipping inside the continental United States (not Hawaii and Alaska) 2. UPS plugin is installed, I want people to be able to upgrade to 2nd day air, next day air, or next day early am 3. For people in Hawaii, Alaska, and the rest of the world, they will not have free shipping. the ground price will be displayed for them and in the case of international, 3 worldwide options will popup for them 4. A 12% discount will be applied to users that ship to the locations outside of our main continental USA zone for free shipping. I have a plugin that can handle the discount rules. Really the main issue I was having was the wildcard zipcodes and just being 100% confident that I was including and excluding the right zipcodes for the free shipping. I have UPS plugin installed and setup with API key. I setup all the delivery types as well. This project would take the right person 1-2 hours to complete.
