Joomla template into website

We are a startup recruitment company. We are looking for a website developer to design and develop our website using Joomla template that we have already finalized and put it out there for our clients and prospective candidates. The contractor should have previous joomla development experience. The website should have a job board integrated with our current open positions that candidates can apply on. Links are already available for our online job database, they just have to be embedded into the website using frames. We already have a domain name and looking to start this project right away. The elements used in this website should all be royalty free and must not be copied from anywhere on the internet or elsewhere. We will provide with all the text and images to go on the website and Contractor/Agency hired must not use the contents of our website anywhere else during or after the completion of the project and must keep all the material confidential that they will receive from us during this project.
