ATMEGA/Arduino -> GE CHIPCAP-D interface, Sketch writer

I have an Arduino UNO and am looking for a programmer to write an INTERRUPT driven serial read (pin 2). The application is to read data from the GE CHIPCAP-D sensor. A digital 10 bit manchester encoded packet (Start, Data, Stop, Checksum) I can provide remote access to a system that has the sensor on an arduino attached. I have the technical paper but lack the skills to write the library to in essence have a simple function "getsensordata" followed by a line designating whether it is looking at the first line, or the second line (ANDed together in the end, but seperate digital pins now). Its a one-wire type of output, and Ill accept any solution where I type getsensordata(pin) and I get a meaningful result. Preferably code written in Arduino as opposed to assembly I imagine this wont take more than a few hours but you the professional, you tell me.
