Create a simple Script/Batch File to Create/Update/Delete SQL Server Entries

I need to create a simple Script that will run on a Windows Server. It will scan a Shared Drive/NAS that contains various documents. The logic can be written in a simple Java file, if necessary. An existing SQL Server database table stores information about these documents, such as: ID, Category, FileName, CreatedBy, CreateTimeStamp, UpdatedBy, UpdateTimestamp If a new document exists in on the drive, a new record will be CREATED on the Table. If a document is updated (based on Timestamp) on the drive, the record will be UPDATED on the Table. If a document no longer exists on drive, the record will be DELETED from the Table.
