Creation of Letter Document in Microsoft Office from PDF

The successful bidder will be issued 3 single page A4 size, scanned PDF documents, which contain text, formatting and tables for a simple form legal contract.
We require someone to re-create the content in a program from the Microsoft Office suite, so that we can use this as a template for our ongoing needs. I think Microsoft 'Publisher' will be the best program to create the document in, but I am open to suggestions.
The document must be in 'brochure form', so that it can be printed on a A3 size page, which when folded in half, will create a four page (A4 size each) document as follows;
Page 1: Text Content
Page 2: Text Content
Page 3: Blank
Page 4: Text Content
The content of the scanned PDF documents is primarily text, but has some boxes, lines etc for us to hand write onto when the document is printed. It is critical that all of these boxes, lines, windows etc are re-created in the exact same format and layout.
NOTE: NO words or content need to be created for this document. It is a simple case of re-typing the words/ content from the scanned PDF documents.
