Create a website

I am looking for someone who can convert a Wordpress Classified theme into a website. This is what my customers must be able to do with this website: 1- create an account 2- log into account 3- post an ad 4- be able to edit ad later 5- must have ability to connect to Paypal 6- must be able to buy additional items like make ad urgent 7- must be able upload picture of item being sold 8- must have ability to send confirmation email to poster 9- ad viewer must have ability to contact poster via site 10- ad viewer must be able to purchase my service (please see story below to understand what I am trying to accomplish) Bob has a parking spot behind his house that he wants to rent out. He posts his ad on my site. Mary sees the ad contacts Bob, sees the space, then comes back to the site, agrees to our terms and conditions and signs up to pay us monthly for the space Bob is renting. We in turn pay Bob for his space. (Why would Bob do this? That's our secret sauce) Final Notes: 1- I need advice on whether converting a Wordpress template is the way to go. If you suggest building a new site from scratch please explain why in your proposal. 2- your proposal should include helping me load the site up on a hosting service. 3- you must have some design experience to make the site look good
