Restaurant finder - Please read

I'm hiring a developer to create only the beginning of an web application. If this milestone is completed well, there will be more work immediately. The completed work must be uploaded so I can test the functions before signing off. I have a list of restaurants based in NYC in an excel sheet. I need a programmer to create an web application that can filter the restaurants and separate them by location, Ratings and Cuisine and display filtered results along with details of the restaurant. I can provide an example in excel document. The full list has 800 restaurants. Zip codes are provided and have to match up to areas in New York For example: Zip Code Area 11206 Williamsburg A user will be able to click an area in New York such as "Williamsburg or Upper Westside" as a filter and the zip codes that is linked to the area will be displayed. I can provide a website that lists and identifies the areas and zip codes. Note: Zipcodes have all been entered into the excel sheet This application will be used in Wordpress website. I expect to be able to use an application with an interface that allows me to search the restaurants within different areas of New York, IE upper west side, Harlem, Lower eastside etc and then by cuisine and by star ratings.
