Complete final coding for website

I currently have a website built by another coder who was unable to complete the project in a timely manner. There are several items that need to be completed on the website and I want to set a deadline for those items. The website is (betapunch(dot)com). Please review the site to get familiar with what it does. Here are the items that need to be completed: 1. Admin panel includes accepting payments via users. Managing submitted startups (edit and delete), setting up and sending email blast to users 2. Reddit style up-voting and down-voting on the startup gallery page, as well as next to user comments on startup discussion page. On the gallery page the # of up-votes should determine the placing of the startup thumbnail in the gallery. 3. Social sharing buttons added to many pages of the site. Upon sign up there is a /thankyou page that new signups need twitter and facebook buttons to be able to share with their friends. Also on the startup discussion pages next to the app name we need to add social buttons to follow and tweet that they just beta tested a new startup application etc. 4. There will also be one minor change that needs to made to the landing page which a designer is working on getting it for me and the coder will have to implement it into the site for me.
