Convert desktop Medical Software to a web application (repost)

This desktop software is written VB.Net with SQL Server backend. Note the following: 1. EnvironMed will own the work including codes, along with associated materials, including graphics, documentation, help files, and offline elements such as paperwork. 2. The database does not need to be recreated. We can upload it to the server and work from it. 3. The desktop software has 65 forms and 25 reports. All internal forms and reports will have the same format. So, much of the existing code can be utilized. 4. Rewrite the security procedure as we are now dealing with webforms. 5. Add handwriting recognition (as done in Windows Journals) to the webforms. For one form that has 8 text fields, the image of the handwriting will be stored in a new table in the database. 6. Integrate exisiting medical vocabulary into text field entries where the program will autocomplete medical words when the user starts to type the words (similar to what is done in SMS text messages) 7. The software should be able to automatically back up patient data on a local machine. 8. The software should be able to run when the machine is offline and sync the changed data to the webserver when back online again. 9. As entries are typed in combo boxes, the closest match needs to be selected. Also If an entry is typed that is not on the list, the user should be asked if they want to add this entry.
