build me a Android App

I want an Android App to publish. The application will be used for making random video calls without sign up or log in. There are many apps available on the different platform but they are not working 100%. I want an app as the other apps available but I need 100% accuracy to find the right gender. Ex- If a boy select Female as a Gender Interest he must get Female. If right gender is not available than our app will ask permission to connect randomly and proceed further. App should never ask for any name, age, location, sign up etc.
