Custom android ROM for mini PC

I believe we need a custom ROM for this mini PC http://www.amazon.co.uk/dp/B00X6YEVE8/ref=pe_385721_37986871_TE_item We need this android mini pc to boot up while showing a custom loading screen graphic, ask for wifi selection (and credentials) if they have not been set. Then it needs to complete booting and automatically launch google chrome, go to a specific hardcoded webpage, and finally go full screen. Once the work is complete and tested, we will need to be able to apply the ROM that I think this will involve to many other pieces of the the same hardwear, so would like instructions on how to load it on to multiple devices. We accept that you might need to buy a test device so we would like you to include this in your price.
