Circular Wave SVG animation

I am after a professional animator to create an SVG animation for me. The project will require animating dots in the manner of a circular wave that start in the center and goes outward. Check the provided image. Key details of my requirement include: - The dots should be animated to mimic the fluidity of a wave but in a circular format. - The animation should be in black and white, thus demonstrating their ability to play with contrast effectively and create a strong visual impact.
