Hello, Good day. I have read your description for this project and I understand you need a custom made loading spinner similar to the gif in the link. I am a graphics designer and animator. I can produce the loading spinner using Adobe After Effects. I make the circle spinners morph into the logo and for looping, morph the logo back to the circle spinners and start all over again into an infinite loop.
