I would like to hire an App Designer

I have a property inspection project of 125 apartment complexes. I have the beginnings of an excel workbook, that needs to be the final product. 1. I need to insert an image of the aerial view. This will be created from Google Earth and modified to include all building numbers. 2. Need to drop a flags (tags) on the image, indicating the location of the site violation 3. When the flag is dropped, it needs to activate a popup window. 4. Popup needs 4 fields: a. Name the tag, i.e. 1a b. Touch a window that activates camera that captures image of violation c. Choose the violation from a dropdown menu d. Enter custom comments as needed. 5. Repeat the process of flagging and documenting the violations. It needs to populate in an excel workbook in the background. Note: Need to be able to scroll through the violations that were entered, re-open popup and edit as needed. The site plan will have (drag and drop or similar function) tags locating each violation. The spreadsheet will populate with the flag name, code violation, comment and thumbnail sized image. I will then need a similar application for each building. The difference is instead of inserting the site plan photo, I will need to capture each building elevation. Flags will then need to be inserted in the same manner as the site plan. This will also need a key plan. Basically a box, with a triangle pointing to each side. Need to be able to highlight the triangle that coordinates with the side of the building being flagged. There will also be a coversheet/questionaire for property info. Open to suggestions, but this should give you a good idea of what I need. Need delivery in 2 to 4 weeks.
