Arabian Gulf Super Football League. (project proposal)

I work for a big law firm in the US that does sports law. We are trying to put together a very introductory proposal for encouraging Sports investments in the Arab Gulf States (Saudi Arabia, Bahrain, Qatar, Kuwait, United Arab Emirates and Oman) by the means of creating bigger and more competitive Sports tournaments. For that, my boss assigned me to put a project proposal focusing on the Football sector. The basic idea of my proposal is: that if we can convince the all Gulf states to merge all their "Primer Leagues" into one big "Super League" that in turn will transform the stagnant Football environment in the region to a vibrant, competitive and economically self-sustaining environment . There are political and legal challenges obviously that has to be addressed in this context but it is my job as a lawyer to handle this part of the proposal. Your job would be provide economic analysis. Guidelines for the economic logic that I want the proposal to appeal for: - Football is already the favorite sport in the Gulf. A huge base of football fans already exists. We do not need to create fans base. We just have to create a good competitive league that can bring them back to the stadiums. - The fans bases: the current disaffection of football fans from their national leagues because of the lack of competition within their national leagues and the lack of football superstars. How that would change if we enlarge the tournament and make the competition at national level. - The competition between the Gulf states' national Football associations in investing in their teams to qualify in the Super league and to compete in it. The competition at the regional level will excrete fewer "super teams" from every country and that guarantee concentration of fans support by national sentiments. - the geographical concentration of Sport capabilities at the national level. Take for example Qatar or Bahrain the ratio for the current number of football teams to the population. Which is very small. How a larger and more competitive league will lead for mergers to be able to compete at the regional level. So in the above guidelines I explained the economic logic of the proposal in a very primitive manner. Your job is do the market research in order to support the argument with economic figures and to set some (easy-to-read) diagrams if necessary that can explain the potentials for moving to a larger "super" league. The most important point is that you should show a tentative number of how much money are spend currently by the Gulf states on their Sports sector and how that has been inefficient because of the market size limitations. And how that would change if investments were made in larger more competitive league. Remember, although what I want is something of a very high quality. It is of a very introductory level. I do not want a full comprehensive study; rather, a proposal to convince my boss of the feasibility of my project proposal in no more than 5 pages.
