Improper Pictures Internet Filter

We are a fanatical religious group that holds it is a great sin to look at immodest pictures. We are therefore looking for some one who can make us the following program. The program will be used by our group and distributed to many other people as well. It must therefore be compatible with every operating system or at least all latest versions of windows and web explorers. Basically the program will locate all pixels that are in the peach – skin color, color range and turn it to a pitch black color. There should be an icon on the small try on bottom of the screen so this feature can be turned on and off easily, since there are times when it will mutilate the screen to much.
