Hello Employer, I've been doing this type of work for a long, I have a product written on c++ which connects to many of this LIS equipments and give you the files in ASTM format on a drive. I am not trying to sale the product I have, I am willing to provide it on c# but found your budget extremely low. If you try with other freelancers and find that coding for C#-serial port is not for rookies (with all respect to other providers) I am available to provide professional grade application for medical equipment and laboratories. I have a sound knowledge in interfacing with third party serial port controls. Like interfacing with Embedded System devices, CNC machines, OPC Servers etc., In fact, i am working as product architect which has got embedded device and C# application. I have already done enough coding and gained lot of experience in handling such third party interface system. But, after reviewing your requirement document, to be very frank the project cost is very less.
