Need a coder for C#

Hello name is TC and I am looking for a coder who can create a simple C# risk calculator. To perform the risk prioritization process, subjective estimates must be made based on professional judgment of the Likelihood that a risk will become a problem and its negative impact on the project if it does occur. A Likelihood value of the risk occurrence of A = 10%, B = 30%, C = 50%, D = 70%, or E = 90% is chosen, and then a Consequence value of the risk becoming a problem is chosen between 1 = very low, to 5 = very high. The program then calculates a Risk State for each risk. Consistent with SEI, IEEE, and DoD guidance the risk state is calculated using two qualitative values (1) Likelihood and (2) Consequence. The Likelihood and Consequence fields are provided as drop-down boxes Risk State is then calculated based on the assigned Likelihood and impact using the following formula.
