Greetings, I have already worked on similar project with SQL/Ms Access and i can show you some examples of my project. But if you want na android app you will need a Java developer. I can build you a sql database + MS Access and make It available on private server through VPN connection so just you and some people from your team can access/modify the info with any os (Android,Windows,Linux,MacOs). Configuration od VPN and server are not included in the bid amount price and for that i would charge some extra money, something around 20 for the VPN and 50 for a server configuration part.
