Automated Rostering Tool in Microsoft Excel

I wish to create an excel tool that automatically creates a roster having regard to the following: 1) shift lengths required over the course of a month or fortnight 2) shift types required (Manager or Assistant) 3) staff role type (Manager or Assistant) 4) prioritises certain types of managers (salaried, then shift managers, then duty managers) 5) staff contract sizes (eg, 60 hours per fortnight) 6) staff availability (annual leave requested, rostered days off) 7) fair rostering (as much as possible) 8) ensures a 10 hour break between shifts for all employees (if not possible, okay for salaried managers) 9) ensures two days off per week for employees (days off together as much as possible). 10) if the tool has an issue producing a roster for a reason, it explains why changes the requested shift lengths to compensate. Goal is to have a this tool generate a roster that may be imported into Kronos, or manually entered.
