Please refer to below points: (1) I have worked on Image processing and OCR to recognize number plate of cars. (2) Developed android app. So I am comfortable with Java and XML. (3) I am electronics engineer. So, I have some knowledge of signal processing both 1D and 2D. Image is a 2D matrix. So, It would be possible for me to apply algorithms and on top of that customize already available wrappers for your requirement. If i fulfill your expectations, let me know when should we start.
