Security Dashboard Project

I am working on building up a security organization and need a way of tracking several ongoing projects that involve various personnel, all with different qualifications, training requirements, and ongoing involvements in different assignments. I basically need a status update dashboard tool to be able to maintain a bird's eye view of the organization. For example, say we have 100 personnel all in. There are 10 different programs we run, (including but not limited to) a Fitness Program, Training Coordinator Program, Field Assignment Program, Security Manager Program, et al. Each manager needs to be able to input statuses of their people and where they are in relation to each program. For example, the Security Manager needs to be able to track who has filled out background forms, who has been fingerprinted, who has been cleared, and who has to have an annual update. That input data should show up on the main dashboard as a status update which shows how many people are fully qualified, who is partially through the process, and who is inactive, displayed as a readiness percentage. Another example would be the Training Coordinator Manager would need to be able to track which members are trained on certain systems, who has upcoming training, who is fully qualified and who is partially qualified, again, all displayed as a percentage in terms of readiness (i.e. organization is 75% fully operational, which translates to 75 of the 100 people have all their required training, qualifications, etc). Similarly, the Field Assignment Manager would need to maintain an updated status tracker of how many people are currently in field assignments vs not in the field, all displayed on a front dashboard. I would want to give each manager access to be able to input the info into a master file, which senior leadership can review and have an accurate, pretty, bird's eye view of where all these programs status are. Initial budget is a bit lower, but the needs can grow and change, depends how impressive it is and how useful the tool ends up being. There is funding available for a bigger effort, but need to start smaller to be able to justify it to the higher ups down the road. Organization is just starting up but will be around for a long while, want to build it right.
