Convert psd to fully responsive bootstrap html5/css3

Please read all details! We need a conversion of various psd design from a web page to a fully responsive HTML5/CSS3 with bootstrap. The home design is uploaded for sample. Global features needed: -Clicking the flag button on the top has to change language of all text. Both strings (english and spanish) has to be located together for an easy page update. Can be used conditional javascript, mysql or other alternative. -Each navbar button has to change on mouseOver. -NewsBar (blue bar): three text strings have to appear and disappear alternating. -Suscribe "Go" button has to write an entry in a configured database with the mail entered. -Each button or link has to user each mouseOver layer when mouseOver happen. Place a generic link for social network buttons and School Admin button. -the login and contact screen should be a modal window. Home: -SlideShow: The pink part remains fixed and doesnt change. When clicking the text or the button the user is redirected to "foreign order" [login to view URL] yellow degraded background remains fixed and doesnt change. -Our clients: There are 14 school images that should be placed on a carousel with autoplay For more details of the rest of the pages please ask.
