Customize existing website (WP based)

Hello Wordpress Developers, I am working on a small job board in Wordpress which I have started developing based on theme X I acquired from themeforest.net. I have been creating it on my own so far, but need professional help with setting up the following: 1. register / login panel 2. customer/client database 3. job submission page/client registration form - with customized packages to purchase and strategize the job posting 4. resume upload/candidate registration form 5. job application form 6. reporting tool to track job submissions/registrations/views and clicks 7. last but not least, and most importantly - customize the job board itself. I know there are some customized job-board themes available, however, I need something custom built as all those themes out there have something missing.
