Users create project front-end of existing Wordpress Website

Hey everyone. I have an existing Wordpress website called: [login to view URL] We are a non-profit organization that fundraise money for different projects. I want our website to work exactly how it already does, however I want users that sign up to be able to create and post fundraising projects the same way there are projects right now. When a user posts a project, the admin of the website should be able to approve or deny the project. When the project gets approved, the user that posted the project should be able to receive all the money from the fundraised project through paypal without the admin having to do anything. Please let me know if this is doable. I need someone that can speak GREAT English, and gets work done fast. Let me know how long it will take you to do.
